CASE STUDY

Kanoon Box

A public legal information service built for the Internet Governance Institute as a section of Kanoon Portal, combining explanatory material, a legal AI chatbot grounded on Nepali law, and routing of critical queries to human paralegals.

The engagement delivered open legal information alongside a login-gated chatbot and paralegal routing, so people could read on their own or be handed to a person when a query needed one.

Some queries need a person rather than a page. The system identifies critical queries and routes them automatically to human paralegals, who pick them up for assistance.

This keeps the chatbot from being the last step for the situations where it should not be, and gives the service a defined path from an automated answer to human help.

Access was split according to what each part of the service does. General legal information is open and requires no login, so anyone looking for guidance on documents, violence, or relief can read it directly.

The chatbot and the paralegal assistance sit behind a login. The service is live at kanoonportal.com/kanoon-box.

The same shape of work applies wherever public-facing legal or policy information has to stay readable by anyone, answerable by a system grounded in the law that applies, and able to hand over to a person when a query needs one.
